Funding for Training Programs
Irvine Valley College’s Economic and Workforce Development (EWD) department actively seeks federal, state and other funds to promote the development of the workforce in the Orange County region. One or more of the following programs may be available.
California Employment Training Panel (ETP)
The California Employment Training Panel is a business- and labor-supported state agency that assists employers in strengthening their competitive edge by providing funds to partially offset the costs of job skills training necessary to maintain high-performance workplaces. Employers have contributed to ETP funding from payroll contributions for state unemployment insurance.
California's ETP is a performance-based program that provides funds covering the costs of training for trainees who have successfully completed state-approved training programs and are retained in well-paying jobs for a specific period of time, typically 90 days following training completion.
Workforce Innovation and Opportunities Act (WIOA)
The federal government’s Workforce Innovation and Opportunities Act (WIOA), offers a comprehensive range of workforce development activities through statewide and local organizations. Available workforce development activities provided in local communities can benefit job seekers, laid off workers, youth, incumbent workers, new entrants to the workforce, veterans, persons with disabilities, and employers. The purpose of these activities is to promote an increase in the employment, job retention, earnings, and occupational skills improvement by participants. This, in turn, improves the quality of the workforce, reduces welfare dependency, and improves the productivity and competitiveness of the nation.
- Frontline Workers or Supervisors/Managers (no senior executives)
- Full-time Workers (35+ hours per week)
- Receive a minimum of 8 hours of instructor-led training/lab training (up to 200 hrs)
- Be retained on the job for 90-days following completion of training
- Earn at least $15.88 per hour (base wage + the value of company-paid medical benefits – measured at end of retention period)
- Employee must not be enrolled in another ETP training program through another contractor during the past 90 days
- Employee must not be currently enrolled in a work share program
